COUNSELOR LICENSURE UPDATE

The Licensed Professional Clinical Counselor (LPCC) law went into effect January 1, 2010!

IMPLEMENTATION DATES

January 1, 2010:  The bill became law and the Board of Behavioral Sciences (BBS) will develop rules and regulations to implement the law.  The BBS plans to have LPCC application forms available by October 2010.

January 1, 2011:  Applications will be accepted for:

Grandfathering: Counselors may apply between January 1 and June 30, 2011 and will have 12 months to complete any deficiencies, once the BBS has evaluated their application.

Reciprocity:  Licensed counselors, who have a valid license, held for at least two years, to practice independently in another state, may apply.

Intern Registration: Counselors, who have completed their graduate counseling degree, but who do not qualify for grandfathering, may register with the BBS for their two years of supervised experience.

January 1, 2012:  Applications for regular LPCC licensure will be accepted.

INFORMATION ABOUT THE NEW LAW

All the information that is available at this time is found on the CCCL website <caccl.org>.  Please visit the website to learn about the requirements for grandfathering, reciprocity, and regular LPCC licensure.  Your questions are likely answered in the Frequently Asked Questions section.  Providers of the required coursework are listed, as well as study guides for the examinations.  NBCC will be administering the exams for grandfathering and CCCL will post that schedule, as soon as it is available.

CCCL’s WORK IS NOT COMPLETE

Now that the LPCC has become law, it may seem as if the work is done, but there is much more to do.  We want to ensure that licensure for professional clinical counselors has a smooth transition, moving from a bill to practice.  Specifically, this year CCCL will be:

· Maintaining close contact with the BBS as it establishes rules and regulations for the LPCC;

· Staying in contact with you and counselors across the state, especially through the grandparenting period, when there will be many questions and conversations, through <caccl.org> and email announcements like this one;

· Exploring third party reimbursement options for LPCCs;

· Working with existing state organizations to develop a professional organization for California LPCCs;

· Collaborating with our "sister" organizations, like CAMFT; and

· Engaging a lobbyist in Sacramento to protect our license by monitoring other legislation.

The accomplishments we've all experienced happened with a minimal budget and countless volunteer hours from many people and organizations.  CCCL Board members are all volunteers.  Their dedication to the field and to California counselors is admirable!  However, they know their success would not have been possible without your advocacy and financial support through these last seven years.

Now that the LPCC has become law, CCCL is asking for your continued financial support at this very crucial time.  CCCL has been supported through voluntary contributions; it still needs these contributions to continue to help counselors achieve licensure.  Please make a donation - whether you've contributed in the past or if this is your first time.  Our goal is to raise $3,000 from individuals like you, who want to ensure the success of professional counselors in California.  Any amount you can donate will help us achieve this goal.
